All Registered Apprenticeship Programs (RAPs) registered with USDOL, Office of Apprenticeship or a recognized state apprenticeship agency are automatically eligible to be included as an eligible training provider so long as they show interest in being added to the Eligible Training Provider List (ETPL) and the following process is completed:

  1. Registered Apprenticeships Programs must indicate their interest in being included on the ETPL.
  2. Local Workforce Innovation Areas (LWIAs) should inform the RAPs in their local area via mass email, phone call, or other method of these requirements.
  3. A RAP may contact the LWIA in which it geographically resides or the State of Illinois, Office of Employment and Training to indicate its interest in being included on the ETPL.
  4. LWIAs must notify Department of Commerce and Economic Opportunity, Office of Employment and Training (OET) in writing of all registered apprenticeship programs that have shown interest in being included on the ETPL.
  5. Notification to OET should be made electronically to the staff listed on the Contacts tab.
  6. The following information is required for inclusion on the ETPL and should be provided for all programs of the RAP:
    1. Occupations included within the RAP(s);
    2. Name and address of the program(s) sponsor;
    3. Name and address(es) of the Related Technical Instruction Provider(s), and the location(s) of instruction, if different from the program sponsor’s address;
    4. Method and length of instruction; and
    5. Number of active apprentices in each program.
  7. The following information may be provided, but is optional:
    1. Cost of the program(s);
    2. RAP sponsors that do not provide the Related Technical Instruction portion of the apprenticeship program (as outlined above) may be required to provide additional information about their education provider.
  8. A RAP expressing interest in being included on the ETPL will be added on a statewide basis; thus, if it has multiple locations, the RAP would only need to show interest once, but must still provide information on every program it is providing.
  9. RAPs will remain on the ETPL until:
    1. The RAP program notifies the state agency it no longer wants to be included on the list;
    2. The program becomes deregistered under the National Apprenticeship Act;
    3. The program is determined to have intentionally supplied inaccurate information; or,
    4. A determination is made that the RAP substantially violated any provision of Title I of WIOA or the WIOA regulations.
