Each LWIB shall designate a Local Area Complaint/Grievance Officer to be responsible for handling all Complaints and Grievances at the local workforce development system level (Local Level) submitted by participants and other interested persons affected by, and who allege, violations of the requirements of WIOA Title IB, including the WIOA regulations and policies.

  1. Each LWIB should establish, publish, and maintain a procedure for resolving Complaints and Grievances that allege violations of the requirements of WIOA Title IB, including the WIOA regulations and policies. These procedures must be:
    1. Readily available to all interested parties, including applicants, participants, employees, one-stop partners, service providers, other interested parties, and members of the public.
    2. Made available in a timely manner when an individual expresses interest in filing a Complaint or Grievance or upon request by any other individual.
    3. Easily understood by all affected participants and other individuals, including youth and those who are limited-English speaking individuals. The procedures must comply with the language requirements of 29 CFR 37.35 regarding the provision of services and information in languages other than English.
