  1. In addition to comprehensive one-stop centers, additional locations known as “affiliate” or “specialized” centers may also provide access to workforce system services.
    1. This could include centers serving targeted populations such as youth, dislocated workers, basic skills deficient individuals, English language learners, or specific industry sectors. 
  2. Characteristics of the types of one-stop centers are defined in the One-Stop Delivery System Under WIOA section of the policy manual.
