  1. In order to qualify for a performance incentive bonus, all performance measure outcomes must meet or exceed ninety percent (> 90%) of the negotiated levels and at least one (1) performance measure outcome must meet or exceed one hundred percent (> 100%) of the negotiated level.
    1. Any LWIA that fails to meet the minimum training expenditure (MTE) will not receive any earned performance incentive bonus for that program year.  
  2. In order to qualify for a training expenditure incentive bonus, a Local Workforce Innovation Area (LWIA) must meet or exceed the minimum training expenditure (MTE) levels for the WIOA Title I Adult and Dislocated Worker programs.
