All layoffs, regardless of the number of workers affected, require Rapid Response be initiated in accordance with the following: 

  1. If fewer than twenty-five (25) jobs are involved, the response shall be coordinated by the affected local workforce innovation area(s).
  2. If twenty-five (25) or more jobs are involved, the State shall coordinate the response.
  3. Specific instances requiring a Rapid Response include the following:
    1. Announcement or notification of a permanent closure of a business or organization, regardless of the number of workers affected.
    2. Announcement or notification of a mass layoff, which in Illinois is defined as at least thirty-three percent (33%) of the workforce or at least two hundred fifty (250) workers.
    3. A mass job dislocation resulting from a disaster as defined by State or local emergency management policies, that meets the State’s definition for mass layoff or causing twenty-five (25) or more workers to become dislocated.
    4. The filing of a Trade Adjustment Assistance petition.
